Hushed whispers around the city seem to indicate that not long after someone is charged with animal cruelty, they tend to be attacked not long after by packs of stray dogs, anywhere between five and fifteen strays. The attacks tend not to be lethal, but the wounds often leave scars. Biloxi doesn't have many repeat offenders for animal cruelty and no one whose been visited by this mob of mutts wants to really talk about it.
Be careful when reporting any animal cruelty...

Follow up: These instances have begun to taper off in recent months. Now it only seems to happen in the most extreme cases of animal abuse.
